Vice Chairman of the People’s Committee of Da Nang City, Nguyen Ngoc Tuan, has just signed a decision to terminate the participation in the project for students Ho Thi Nhu Mai and Ha Thanh An due to voluntarily quitting their jobs and not completing enough working hours for the students.

These two students are responsible for compensating 5 times the entire amount of funding received from the city budget since participating in the Project.

Many civil servants in Da Nang are eligible to attract talent and train high-quality human resources for the city.

The People’s Committee of Da Nang City also terminated the Project for student Nguyen Van Loi due to not completing the research program, forced the recovery of training funds according to regulations and liquidated the contract signed with the Project management agency.

According to the contract, after completing the course, students must return to work in Da Nang for at least 7 years.

According to regulations, student Ha Thanh An studied for a master’s degree in the UK for 1 year, received about 600 million VND in support from the city, and about 3 billion VND in compensation.

Talking to VnExpress.net, Mr. Nguyen Phu Thai, Director of the Da Nang Center for High Quality Human Resource Development, said that the project has been implemented since 2004 and there have been many cases of contract violations, such as not

`Students, when participating in the project, read carefully and signed the contract, but now they don’t do it. Talented people must know the rules of the game. Many people give reasons, but whatever the reason, they must comply.

Regarding the issue of using talented people, at the meeting on April 23, 2013, Mr. Dang Cong Ngu, Director of the Department of Home Affairs of Da Nang, said that the city’s talent attraction policy has helped rejuvenate the staff.

Head of the Organizing Committee of Da Nang City Party Committee Bui Van Tieng said that along with the policy of meritocracy, the city needs to create the best conditions for those who can do the job but must also know how to `say goodbye` to those who cannot.

Meanwhile, Dr. Nguyen Quoc Tuan (Da Nang University of Economics), raised the issue: `The situation of brain drain after attracting talent in Da Nang has not reached an alarming level but still has many potential risks.
